Whilst the challenge of removing government silos and sharing greater information presents a way forward and is well known and recommended, is the emphasis on data security putting inevitable strain on plans to share data? Are more data losses coming to light because there are more or because are being reported? Do we need to learn to accept that some losses will always be inevitable or will this always be unacceptable?
